I have a hormonal imbalance and went to my GYNO but......?

so I have had hormone imbalance symptoms and my gyno put me on birth control after saying I had too much testosterone but what was weird was I don't remember having a blood test and all she did was a pap smear but it was when I was not ually active and pap smears are to screen for cervical cancer and I learned you get cervical cancer through and you cannot get it if you are not ually active so why was I tested for it and to check abnormalities isn't a blood test the only fullproof way? Is my Gyno wrong or my teacher and should I go to my regular physician or another gyno or smthn cuz my symptoms seem to be getting even less manageable
